Regulations and Compliance
The Maryland Medical Cannabis Commission (MMCC) requires all licensees to use Metrc’s seed-to-sale tracking system to ensure that medical cannabis and cannabis products are safely tracked and monitored prior to sale.
Licensees who grow, process, or dispense medical cannabis must use Metrc to report a list of the products they offer for distribution during each quarter.

Packaging and Labeling
Maryland has packaging instructions for shipping product as well as for finished products
Shipping packaging must include containers with:
- Tamper-evident opaque material
- Tamper-evident tape seal
Shipping label must include:
- The date a time of the sealing of the package
- The name and signature of the registered agent who prepared the package
- The name and address of the licensee
- The shipment ID number
- A description including the weight of each item
- The name and address of the recipient
Packaging of finished products requires all items to be individually packaged, with packaging that:
- Is plain
- Is opaque
- Are tamper-evident and child-resistant (if applicable)
- Includes a label with additional required information, such as lot number, expiration date, safety warning, ingredients, allergens, etc.
Packages may not:
- Resemble commercially available food or beverage item
- Include words or design that could indicate it contains anything other than a medicinal cannabis product
- Any logo that could mislead someone into thinking it was endorsed by a state, country, or municipality
- Design or feature to make it attractive to children

Business and Advertising
Businesses must be aware of restrictions on advertising and marketing. At this time, several factors limit the marketing and advertising of cannabis products.
The Marketing and advertising of all cannabis products must:
- Include a statement that medical cannabis can only be used by a certified patient
- Make claims only when supported by substantial clinical evidence
- Include side effects and risks
- Use an age screening mechanism on websites to ensure viewer is 18 years or older
- On social media and mobile apps, include notifications that viewers must be 18 years or older and cannabis use is only for certified patients
- Comply with all packaging requirements, including health and safety warnings
The marketing and advertising of cannabis products cannot:
- Make false or misleading claims
- Encourage recreation use
- Target children under 18
- Display the use of cannabis
- Include pictures or designs that are obscene
- Be on a sign within 500 feet of a school, childcare facility, substance abuse or treatment facility, library, recreation center, or public park/playground
